In contrast, NCAA players must wait until their season has ended before signing a contract with another club. They are also limited to signing with clubs that represent their college. An NCAA athlete can sign a contract with an international club up to four days after their teams accept their bids. Once a contract signing has taken place, a member of the committee on player compensation (the ufa) reviews the offer and makes a recommendation to the national governing body.

Some factors go into the review of an athletic eligibility report, such as length of time out of eligibility, prior injury and any possible seasoning with an NBA team or two. However, players may be given an "outscore" if they meet the following criteria: are less than five years from their draft, have not had two years of pro experience, and are under six years on their playing career. The NCAA's ruling on amateur basketball is a little different. Unlike the NBA, college basketball players are often signable only after signing a National Letter of Intent. Teams also can't select him, as he is still considered a student and is not yet a professional.
